You could have explained to him the law rather than being confrontational. I uesd to work at a marina and hooks in mooring lines was a big issue. They would end up in the hands of the people handling the lines and often we would have to throw away lines because we couldnt get the hooks out.

Divers go down to clean the bottom of boats. Anytime I go to a marina there’s a no fishing rule for this exact reason.
